The device, made up of pipes and various protruding wires, was found behind a bus stop on 5th Street near Jefferson and Market.
The LMPD, FBI and ATF were called to the scene and secured several downtown blocks for more than five hours. Police were eventually able to remove the device and take it to an offsite facility for further testing.
According to the department, the LMPD Bomb Squad determined the device was not an explosive. The LMPD did not specify what exactly the device was, however, police say their joint investigation is still active and ongoing.

When asked on Friday whether the incident was targeted, LMPD Police Chief Erika Shields said she was “not free to discuss it at this time.”
